Level 2 ASP Metering: A Critical Qualification in NSW’s Energy Transition
Level 2 ASP Metering: A Critical Qualification in NSW’s Energy Transition
An essential step toward ASP Level 2 authorisation in New South Wales.
As NSW accelerates the rollout of smart meters and strengthens its energy infrastructure, the demand for qualified Level 2 Accredited Service Providers (ASPs) continues to grow.
ASPs play a crucial role in the electrical distribution network, authorised to carry out high-risk and tightly regulated work — including the installation, connection, and disconnection of electricity meters.
Level 2 ASP Metering training is not just a requirement — it’s a gateway to operating legally, safely, and competently within the evolving energy landscape.
Smart Meter Installation & ASP Training
Under the NSW Service and Installation Rules, only properly trained and authorised Accredited Service Providers (ASPs) can legally perform contestable works such as installing smart electricity meters, testing connections, and performing live LV panel rescues.
Electricians looking to upskill in this field must complete a structured and accredited training program.

Course Inclusions
Our program combines essential theory with practical skills in:
• Metering theory & application
• Electrical safety & emergency response
• Environmental compliance
This course also meets the requirements for off-peak work, including Ripple Control, Time Clocks, Frequency Injection, Zellweger devices, and de-energisation of protective devices such as fuses or breakers.
Regulatory Compliance and NSW Government Requirements
In addition to core WHS and Safe Work Method Statements (SWMS), the training integrates handling of asbestos-containing materials (ACMs), managing confined space hazards, and meter types such as single-phase, polyphase, multi-tariff and internal load control meters. All procedures are based on AS/NZS 3000 wiring rules and national Meter Installation Authorisation Schemes.
To legally perform Level 2 ASP metering work in NSW, electricians must comply with:
✅ NSW Service and Installation Rules (PDF), here
✅ NSW Department of Fair Trading – Meter Provider Info, here
✅ Code for Safe Installation of Smart Meters (NSW Department of Industry), here
✅ SafeWork NSW – Electrical Safety, here
All ASPs must maintain up-to-date certifications, appropriate public liability insurance, and follow WHS legislation and exclusion zone protocols. The training also equips candidates with the ability to complete risk assessments, follow Safe Work Method Statements (SWMS), and manage hazards like asbestos and confined spaces.
Who Should Enrol? Ideal for those researching how to become an ASP in NSW or seeking an electricity meter installer license.
This course is essential for:
- Licensed electricians wanting to become Level 2 ASPs
- Contractors aiming to work with energy meter providers
- Businesses looking to upskill teams for NSW smart meter rollouts
- Accreditation and Certification Graduates gain NSW electrical accreditation and credentials aligned with the Fair Trading ASP requirements.
Upon successful completion, participants receive Statements of Attainment for all 9 nationally recognised units, qualifying them for ASP Level 2 metering work. These credentials are recognised by Fair Trading NSW and major meter providers across the state.

FAQs – Becoming an Accredited Service Provider (ASP) in NSW
1. What is an Accredited Service Provider (ASP)?
An ASP is an electrician or company authorised to perform contestable works on the NSW electricity distribution network, such as connecting homes and businesses to the grid.
2. What are the different ASP levels?
There are three levels:
Level 1 – Construct network infrastructure (e.g. poles, cables)
Level 2 – Connect or disconnect premises (e.g. metering, service lines)
Level 3 – Design distribution network assets
3. How do I become a Level 2 ASP in NSW?
You must complete approved training units, obtain necessary licences (e.g. electrical licence), submit an application to NSW Fair Trading, and meet insurance and safety requirements.
4. What training is required for Level 2 ASPs?
Typical units include:
UETDRIS014 - Install and replace energy meters and associated equipment
UEEEL0078 - Install and commission whole current electricity meters
UETDRMP011 - Testing of connections to low voltage electricity networks
UETDREL001 – Apply Environmental Requirements
UEERE0001 – Apply Environmentally and Sustainable Procedures in the Energy Sector
HLTAID009 - Provide cardiopulmonary resuscitation
UETDRRF004 - Perform Rescue from Live LV Panel
UETDRRF007 - Provide First Aid in an ESI Environment
UETDREL005 – Work Safely in the Vicinity of Live Electrical Apparatus
5. What does a Level 2 ASP authorisation allow me to do?
Level 2 ASPs can perform services such as disconnect/reconnect at the point of attachment, install or upgrade meters, and perform underground and overhead service line work.
6. Do I need insurance to be an ASP?
Yes. You must have public liability insurance (minimum $10 million) and workers’ compensation if you employ staff.
7. Who approves ASP applications?
NSW Fair Trading manages ASP authorisation. You must apply and submit all required documentation through their website.
8. How long does ASP authorisation last?
Authorisation is typically valid for 1 year and must be renewed annually.
9. Can I work for any electricity distributor as an ASP?
Yes, once authorised, you can work within the distribution areas of Ausgrid, Endeavour Energy, and Essential Energy, provided you follow their specific service and installation rules.
10. Do ASPs need to follow special safety rules?
Absolutely. ASPs must comply with the NSW Service and Installation Rules, SafeWork NSW regulations, and hold relevant safety training (e.g. SWMS, PPE, rescue procedures).
11. Where can I find recognised training organisations for ASP courses?
Training must be completed through an approved RTO (Registered Training Organisation). Ensure the RTO offers all required units for full compliance.
