Course Overview
This course involves the skills and knowledge required to install, configure, and commission whole current electricity meters for end-use energy measurement. Meter types covered include single-element, multi-element (multi-tariff), and polyphase meters.
Participants will work safely in accordance with work orders, workplace procedures, and relevant legislation to plan and undertake meter installation and configuration activities. The unit includes testing and evaluating meter wiring integrity and Main-Earth-Neutral (MEN) systems in accordance with AS/NZS 3000, fixing and relocating meters, making power and communication connections, configuring meters, and confirming correct operation and functionality.
The unit also covers the completion of service metering certificates of completion and associated documentation, effective communication with relevant stakeholders (including distributors, electricity retailers, and metering providers), and confirming the integrity of metering enclosures. Participants will identify, report, and escalate defects or non-compliances associated with metering enclosures and installations to the appropriate authorities.
Safety-critical competencies are embedded throughout the unit, including risk assessment, hazard identification, and implementation of control measures for working on or near energised electrical equipment, in confined spaces, and in areas with potentially asbestos-containing materials. Learners will also perform electrical testing, establish and confirm safe isolation, and restore electrical supply in accordance with approved procedures.
In addition, the unit requires demonstrated knowledge of Meter Installation Authorisation Schemes and national and local metering service and installation rules and requirements.
Exclusions
This unit does not cover the installation or commissioning of:

Current Transformer (CT) meters, or
-
High Voltage Current Transformer / Voltage Transformer (HVCT/VT) meters.
Regulatory Limitations – Class 2D ASP Accreditation
Important Note
Class 2D accreditation does not authorise Level 2 Accredited Service Providers (ASPs) to install or commission electricity meters.
1. Scope of Class 2D Authorisation
Class 2D authorisation is strictly limited to energising service equipment and includes:

Energising and de-energising customer installations at the switchboard or network device at the customer’s request

Disconnecting and reconnecting supply at the Service Protection Device (SPD) or Meter Protection Device (MPD)
-
Performing risk assessments, electrical testing, safe isolation, and restoration of supply in accordance with network and workplace procedures
2. Meter Installation Restrictions
While Class 2D training includes confirming the integrity of metering enclosures and communicating with metering providers, it does not provide legal authority to install, remove, or commission electricity meters.
Meter installation authority is governed separately as follows:

Australian Energy Market Operator (AEMO) Accreditation
Installation or removal of modern electricity meters (Types 1–4) requires separate accreditation as a Meter Provider, or work must be performed under subcontract to an accredited Meter Provider. -
Power of Choice Reforms (2017)
Under the Power of Choice reforms, responsibility for electricity meter installation transferred from distribution network service providers to electricity retailers and their appointed metering providers.
3. Exception – Legacy Equipment
Class 2D accreditation continues to apply to work associated with load control receivers and dedicated load control equipment, which remain the responsibility of the distribution network service provider.

Prerequisites
Minimum age if applicable
You will need:
- Unique Student Identifier (USI)
- 100 points ID (e.g. Passport & drivers licence 0R Birth Certificate & drivers licence -check web for combinations OR check online for other options). One must be a photo ID.
- PPE (if applicable)
- Hard Hat
- Eye Protection/safety glasses
- High Visibility Retro Reflective Vest
- Steel capped boots
Entry Requirements:
- Certificate III in Electrotechnology Electrician (or equivalent)
- UEEEL0039 Design, install and verify compliance and functionality of general installations (Electrical supervisors license)
- Prerequisites:
- UETDRMP007 Perform rescue from live LV panel
- HLTAID009 Perform CPR
Certification
Upon satisfactory completion participants will be issued a Statement of Attainment for the units of competency:
