Install and Maintain Low Voltage Underground and Overhead Services – Level 2 ASP

This combined Level 2B and 2C course provides the skills and knowledge required to install, maintain, alter, and repair low voltage underground and overhead electrical services and to operate plant and equipment in the vicinity of live electrical apparatus in accordance with relevant legislation, codes of practice, industry standards, and Distribution Network Service Provider (DNSP) requirements.

The training covers the planning and preparation of work, identification of hazards, implementation of risk control measures, and the safe completion of underground and overhead service work near live electrical assets. It includes the application of electrical safety rules, safe approach distances, exclusion zones, permit systems, and emergency response procedures relevant to Level 2 Authorised Service Provider (ASP) work.

Participants will be trained and assessed in undertaking underground and overhead service work using approved methods, materials, tools, and equipment while maintaining the safety of personnel, the public, and existing network infrastructure. This includes working safely at heights and using appropriate access equipment when undertaking overhead service work.

The course also includes practical training and assessment in relevant emergency and rescue procedures, including pole-top rescue, elevated work platform rescue, and controlled descent escape from an elevated work platform.

All work activities are completed in accordance with WHS/OHS requirements, environmental obligations, electrical safety requirements, and DNSP network standards.

Practical assessment activities are conducted in conditions that reflect real workplace and electricity network environments, including underground and overhead service installations, working at heights, performing rescue procedures, and operating plant and equipment near live electrical apparatus.

Learning Outcomes

On successful completion of this course, participants will be able to:

• Plan and prepare for the installation and maintenance of low voltage underground and overhead services in accordance with DNSP requirements, job documentation, and applicable legislation.
• Identify and assess hazards associated with underground and overhead electrical work, working at heights, and operating plant and equipment near live electrical apparatus.
• Select and implement appropriate risk controls, including safe work methods, exclusion zones, barricades, permits, and personal protective equipment.
• Apply electrical safety rules, including safe approach distances, exclusion zones, access requirements, and permit conditions when working on or near the electricity distribution network.
• Locate, identify, and protect existing underground services, including electrical and non-electrical assets, in accordance with approved procedures and network standards.
• Identify and assess overhead electrical assets and associated hazards before commencing overhead service work.
• Operate plant and equipment safely in the vicinity of live electrical apparatus while maintaining required clearances and complying with WHS and DNSP operating requirements.
• Install, alter, and maintain low voltage underground services using approved materials, tools, equipment, and work methods.
• Install, alter, and maintain low voltage overhead services using approved materials, tools, equipment, access systems, and work methods.
• Work safely at heights and use access equipment appropriate to overhead service work.
• Perform pole-top and elevated work platform rescue procedures and undertake a controlled descent escape from an elevated work platform.
• Inspect and confirm completed work against job specifications, technical requirements, and applicable DNSP standards.
• Monitor work activities to maintain electrical safety, environmental protection, and the protection of personnel, the public, and network infrastructure.
• Respond to incidents and emergencies in accordance with DNSP emergency procedures and workplace requirements.
• Complete required work documentation and reporting, including permits, records, test results, and notifications.
• Restore the worksite, tools, plant, and equipment to a safe condition and communicate completion of the work to relevant stakeholders.

Authorised Work Scope – Level 2 ASP Classes

This course has formal prerequisite units prescribed by the national Training Package, as well as separate qualification requirements for registration under the NSW Accredited Service Provider (ASP) Scheme.

Participants must provide the required evidence to Pipeline Training Australia before attending the course so that their eligibility can be confirmed.

Identification and Evidence Required

Participants must provide:

• A valid Unique Student Identifier (USI).
• 100 points of identification, including at least one form of photo identification.
• A verifiable USI VET transcript, Statement of Attainment or qualification transcript showing the required prerequisite units.
• Evidence of their relevant electrical qualification and/or NSW electrical licence.

Superseded or equivalent qualifications and units may be accepted, subject to verification by Pipeline Training Australia.

Training Package Prerequisite Units

To receive UETDRIS010 – Install and maintain low voltage overhead services and UETDRIS011 – Install and maintain low voltage underground services, participants must have completed the following units or their accepted equivalents:

• UEECD0007 – Apply work health and safety regulations, codes and practices in the workplace
• UEECD0019 – Fabricate, assemble and dismantle utilities industry components
• UEECD0044 – Solve problems in multiple path circuits
• UEECD0046 – Solve problems in single path circuits
• UEECD0051 – Use drawings, diagrams, schedules, standards, codes and specifications
• UEEEL0020 – Solve problems in low voltage a.c. circuits
• UEEEL0021 – Solve problems in magnetic and electromagnetic devices
• UETDREL001 – Apply environmental requirements
• UETDREL005 – Work safely in the vicinity of live electrical apparatus

The overhead services unit also requires:

• UETDREL004 – Operate plant and equipment in the vicinity of live electrical apparatus

Where UETDREL004 is included in this training package, it must be successfully completed before UETDRIS010 can be awarded.

The rescue units included in this course also require:

• HLTAID009 – Provide cardiopulmonary resuscitation

Participants must provide evidence of current CPR competency before undertaking the applicable rescue assessments.

Required Prior Training

Participants must have completed the following unit before attending this course:

• UETDRMP011 – Testing of connections to low voltage electricity network

This unit is a mandatory competency requirement for both Class 2B and Class 2C under the NSW ASP Scheme but is not delivered as part of this course package.

NSW ASP Scheme Qualification Requirements

To register as a worker for both Class 2B – Underground Services and Class 2C – Overhead Services, participants must also satisfy the applicable core qualification requirements of the NSW ASP Scheme.

The accepted current qualification pathways include:

• UEE30820 – Certificate III in Electrotechnology Electrician, or an accepted equivalent; or
• A NSW electrical licence, being a qualified supervisor certificate or endorsed contractor licence; or
• The applicable ESI qualification for each class:
  • UET30821 – Certificate III in ESI – Distribution Underground for Class 2B; and
  • UET30621 – Certificate III in ESI – Distribution Overhead for Class 2C.

An applicant relying on an ESI qualification for only one class may not satisfy the core qualification requirements for the other class. Applicants should confirm their eligibility with Pipeline Training Australia before booking.

Completion of this course does not automatically grant ASP accreditation or authorisation. Participants must separately satisfy the requirements of the NSW ASP Scheme and any applicable Distribution Network Service Provider.

Personal Protective Equipment

Participants must bring full PPE suitable for practical electrical and network activities, including:

• Hard hat
• Safety glasses or suitable eye protection
• High-visibility clothing
• Arc-rated, long-sleeved work shirt and long work trousers
• Leather safety boots

Participants who do not bring the required PPE may be unable to participate in the practical training and assessment.

Upon satisfactory completion of all training and assessment requirements, participants will be issued a Statement of Attainment for the following nationally recognised units of competency:

Additional included unit – UETDREL006

This course also includes UETDREL006 – Work safely in the vicinity of live electrical apparatus as a non-electrical worker. While UETDREL005 is the prerequisite unit required for the Level 2B and 2C service installation units, UETDREL006 is delivered and assessed alongside it as an additional outcome.

UETDREL006 is commonly subject to annual refresher requirements under workplace or network operator arrangements. Including it in this package provides participants with evidence of recently completed competency at the time they complete their Level 2B and 2C training.
